Fed holds rates at 3.75–4%; two members wanted a rise
The Federal Reserve kept its federal funds target range at 3.75–4% on October 28. The 10–2 vote included two dissents in favour of raising rates, not cutting them.

Both dissenters favoured an increase
Lisa Cook and Beth Hammack preferred a quarter-percentage-point increase in the target range. The committee majority left the range unchanged. The two dissents should therefore not be described as requests for a rate cut.
Policy rates are not retail exchange quotes
The federal funds target range is not a USD/TRY exchange rate or an offer available to a saver. A currency transaction still requires checking the institution’s buying or selling quote, fees and timestamp. A central-bank announcement and a price observation have different clocks.
No unverified market reaction
The decision does not settle the outcome of the next meeting. Without comparable pre- and post-announcement observations, this report does not assign a price change to the dollar, gold or other assets. It reports the policy decision, not an investment recommendation or an exchange-rate forecast.
