Istanbul rainfall tops 255 kg/m²: does DASK cover flood damage?

After Istanbul’s heavy rain, we separate DASK earthquake cover from flood and contents insurance, using a TRY 100,000 example—not a payout promise.

Istanbul AKOM reported rainfall exceeding 255 kilograms per square metre in some locations in its October 15, 2026 statement. The event raises a practical financial question for households and businesses: which contract addresses which loss? Rain-induced flooding is not the same insured risk as earthquake damage. Holding Türkiye’s compulsory DASK earthquake policy alone does not provide rain-flood protection.

Three critical points

  1. FACT · AKOM’s October 15 statement reports rainfall above 255 kg/m² at some locations—not the cost of damage.
  2. DATA · DASK addresses earthquake-related building damage; contents and business interruption are different exposures.
  3. INTERPRETATION · A definite receipt cannot enter the budget until flood cover, insured property and limits are examined together.

Which category should the loss be examined under?

The cause and insured property matter more than the product name. This is not an insurer or product ranking.

CategoryFor rain-induced floodingDocument to check
DASK / compulsory earthquake insuranceDoes not cover rain flooding independent of an earthquakeEarthquake policy scope and cause of loss
Home or commercial-property policyCheck flood extension and insured buildings, contents or stockPolicy, endorsements, limits and deductibles
Business interruption / loss of profitNot the same payment category as physical damageSeparate profit-loss cover, period and conditions
General DASK and TSB framework. Pipe failures and leaks may fall under different water-damage clauses. Your own contract determines the precise scope.

Why earthquake and contents insurance must be separated

DASK describes protection for direct building damage caused by earthquakes and specified earthquake-related events. Movable contents, lost rent and business interruption are excluded. A landlord’s building policy and a tenant’s protection for personal possessions may therefore be different documents. The useful first question is not simply whether insurance exists, but which property is insured against which risk.

The cause of damage is not the product name

TSB’s flood extension addresses rain-induced inundation; internal water damage and loss of profit have different provisions. A shop should therefore separate damaged-stock records from the revenue effect of closure. Asking the insurer for a written scope explanation tied to the policy provides a concrete check instead of relying on the product’s marketing name.

TRY 100,000 of loss is not TRY 100,000 of compensation

To illustrate record-keeping, assume TRY 60,000 of building repairs, TRY 30,000 of contents or stock damage, and TRY 10,000 of business interruption. The sum is TRY 100,000. These are not actual Istanbul losses, repair quotes or a loss adjuster’s valuation. Adding three categories does not establish that one policy covers all of them. No payout is calculated: coverage, insured value, limits and deductibles would be needed first.

What does this mean for my money or business?

Repairs, temporary accommodation needs and the time spent waiting for payment are separate household cash flows. Replacing stock and the effect of days without trading are also different business exposures. Treating an unaccepted insurance receivable as certain effectively assumes expenditure and collection happen together. Separate building, contents/stock and interruption records, supported by safely gathered photos, invoices and contracts, make the discussion more concrete. Personal safety comes first; do not enter a dangerous area to gather documents.

Calculation notes

This article reads AKOM’s October 15 statement alongside the existing insurance framework; it does not announce a new insurance rule. Different rainfall readings were not converted into a district ranking or total damage estimate. The TRY 100,000 example is a hypothetical loss inventory, not a premium, tax, withholding, fee, term or investment-return calculation. A policy’s duration, event date, insured property and special conditions are needed before an individual payment amount or date can be assessed. This is not investment or legal advice.
