Türkiye construction costs rise 29.59%: civil engineering reaches 31.68%
Türkiye’s August 2026 construction cost index rose 29.59% year on year. Labour gained 31.20% and civil engineering 31.68%; the index is not a home-sale price.
In this article

Türkiye’s total construction cost index rose 29.59% year on year and 2.04% month on month in August. A hypothetical input basket that cost TRY 1 million a year earlier and exactly matched the index would rise to TRY 1,295,900. Actual project costs vary with quantities, design, land, finance, tax and contracts.
Three critical developments
- The total construction cost index rose 2.04% month on month and 29.59% year on year in August. It measures the price change of a defined input basket, not home-sale prices, cost per square metre or developer profit.
- The annual increase was 31.20% for labour and 28.72% for materials. The monthly pattern was reversed: materials rose 2.73%, while labour gained 0.82%.
- Civil-engineering costs rose 31.68% annually and 3.46% monthly, above the 28.94% and 1.59% increases for building construction.

| Index | Monthly | Annual | Annual difference on TRY 1m |
|---|---|---|---|
| Total construction | 2.04% | 29.59% | TRY 295,900 |
| Building construction | 1.59% | 28.94% | TRY 289,400 |
| Civil engineering | 3.46% | 31.68% | TRY 316,800 |
| Materials | 2.73% | 28.72% | TRY 287,200 |
| Labour | 0.82% | 31.20% | TRY 312,000 |
What did the August release say?
TurkStat reported that Türkiye’s total construction cost index increased 2.04% from July and 29.59% from a year earlier in August 2026. A positive annual rate means the cost level was higher than in August last year; the monthly rate covers only the July-to-August move. The two rates should neither be added nor substituted for each other.
Why materials and labour need separate readings
The materials index rose 2.73% monthly and 28.72% annually, while labour increased 0.82% monthly and 31.20% annually. Materials therefore accelerated faster over the latest month, whereas labour retained the higher 12-month increase. The components do not carry equal weights, so a simple average of the two rates does not produce the 29.59% total.
The gap between buildings and civil engineering
Building-construction costs rose 1.59% monthly and 28.94% annually. Civil engineering—including roads, railways and utility structures—rose 3.46% monthly and 31.68% annually. Civil-engineering materials gained 4.95% in one month while labour rose 0.55%, showing why one headline rate cannot describe every project type.
What changes on a TRY 1 million budget?
Assume an input basket that cost TRY 1 million in August last year has exactly the same composition and quantities as TurkStat’s total basket. A 29.59% increase adds TRY 295,900 and produces TRY 1,295,900. The building-construction rate implies a TRY 289,400 difference; civil engineering implies TRY 316,800. This is neither a renewed contractor quote nor a forecast of home prices; it only shows the monetary scale of the rates.
What does it mean for a household planning work?
A household should not apply the headline index directly to its project. It should refresh concrete, steel, timber, labour and installation quotes separately against the same specification. Land already owned is outside the index, while a small renovation may not resemble the weights of a large building project. The clean comparison uses dated offers with equal quantities and clear VAT and labour scope.
What should a company or portfolio monitor?
Higher inputs can pressure margins in fixed-price contracts, but escalation clauses, pre-purchased materials, currency exposure, project duration and pricing power change the effect. The higher civil-engineering rate deserves separate attention for infrastructure contractors. The index does not imply one earnings or share-price direction for every property or construction company. This is not investment advice.
How is the index built?
TurkStat defines the Construction Cost Index as a fixed-base Laspeyres input-price index with 2015=100. Weights are drawn from representative projects’ estimated and final accounts. About 2,300 products are matched to producer, consumer and services price indices and social-security wage data. The method tracks a defined input basket rather than the final invoice of one real project.
Calculation notes
The 29.59%, 2.04%, 28.72%, 31.20%, 28.94% and 31.68% figures come from TurkStat’s October 9, 2026 bulletin. Scenarios multiply TRY 1,000,000 directly by each annual rate and display the result to the nearest TRY 100. They do not compound the monthly rate or include land, scope changes, quantities, VAT, permits, finance, FX differences, contractor margin or contract terms.
