Türkiye publishes 12 urgent expropriation decisions; 11 cover energy projects

Türkiye published 12 urgent-expropriation decisions, numbered 11858 through 11869, in the October 10 Official Gazette. Eleven concern energy infrastructure and one concerns the road to Alaçam State Hospital in Samsun. Publication does not mean that every property in a broad province or district is covered; each decision's route, map and parcel annex defines the legal scope.
Three critical developments
- Eight decisions relate to TEİAŞ substation or high-voltage transmission projects, one to TEDAŞ distribution routes, one to BOTAŞ natural-gas pipelines and one to TPAO's Mediterranean oil and gas project.
- Decision 11865 covers three properties and related structures in Karşıyaka, Alaçam, Samsun for the State Hospital road. Every other decision is likewise limited to the property or route annex published with it.
- Urgent expropriation is not uncompensated seizure. The procedure includes court valuation and a deposit for the owner; the remaining ordinary expropriation steps follow. The official notice and annex control an individual case.

What was published on October 10?
Official Gazette No. 33396 published 12 Presidential Decisions numbered 11858–11869. They cover three substation sites, five high-voltage transmission projects, natural-gas pipeline routes, a Mediterranean oil and gas exploration and production project, electricity-distribution routes, and the Alaçam State Hospital road. This classification comes from the project titles; it does not disclose investment amounts, compensation or completion dates.
Why do 11 of 12 decisions concern energy?
Eight decisions directly support TEİAŞ substation or transmission projects. Decision 11861 concerns BOTAŞ natural-gas pipeline routes, Decision 11862 covers TPAO's Mediterranean oil and gas activities, and Decision 11863 concerns TEDAŞ electricity-distribution routes. The only non-energy item is Decision 11865 for Samsun Metropolitan Municipality's road to Alaçam State Hospital.
What does urgent expropriation mean?
Article 27 of Expropriation Law No. 2942 provides an exceptional procedure allowing the administration to take earlier possession while steps other than valuation are completed later. Under the framework reproduced by the Constitutional Court, a court may permit possession after experts determine value and the administration deposits it for the owner. Publication alone does not mean valuation, payment or final transfer has already been completed.
Ownership transfer and easement are not the same
Power-line projects may require ownership of tower or facility sites while using permanent or temporary easements for conductor clearances or pipeline corridors. Decision 11864 on the Diyarbakır line relocation, for example, distinguishes tower sites from the conductor clearance area. The decision annex, expropriation plan and official notice determine the right used on each property; a project title does not prove the entire parcel will transfer.
A property owner's first checklist
First match the decision number, route or map, block and parcel, and whether the measure is ownership or an easement. Then track the notice date, court file, expert report and amount deposited with the bank separately. This page provides general information rather than legal advice; deadlines, objections and valuation depend on the individual file.
What it means for companies and portfolios
The decisions show one land-acquisition step for transmission, distribution and pipeline infrastructure. They do not disclose project budgets, construction awards, commissioning dates or profit. TEİAŞ, TEDAŞ, BOTAŞ and TPAO are public entities, so the decisions do not directly forecast revenue for listed companies. Construction, equipment and energy companies require separately announced tenders, contracts and financing evidence. This is not investment advice.
If a parcel is outside the official annex
Mention of a district or project corridor does not bring every property in that area into scope. If the block and parcel do not match the annex, the project title alone cannot determine an individual outcome. Even with a match, identify which portion is subject to ownership and which to easement. FinRateX does not treat properties absent from an official annex as included.
Calculation notes
The 12 decisions were counted and classified one by one from their titles and numbers in the October 10, 2026 Official Gazette. The energy count combines TEİAŞ, TEDAŞ, BOTAŞ and TPAO decisions. Search volume is an approximate Google Trends cluster at scan time and does not guarantee durable demand. No parcel, owner, compensation, tender amount, start date or finish date has been inferred. The cover is text-free, logo-free and illustrative.
